It seems to be all projects. I dont have access to another computer to check if its my version of P6 thats the issue. Do you think it could be a bug in P6?

Other than having 'hide if empty' option checked, I can't think of any circumstances where an empty WBS element wouldn't be displayed but one containing activities would.
-Is it just the one project you are having this problem with, or all projects? How about if you open the project using another machine?

Propably best to get in touch with Oracle Tech support and see what they say.

I tried this before posting on PP. It hasnt revealed the empty WBS elements though.

Go to View > Group and Sort, and unchech the box marked "hide if empty"
