Reclamation and Site Formation

 

 

1999-2000

HK: Hong Kong Disneyland, deputy project manager

 

Responsible for infrastructure design planning, resourcing, coordination, prequalification, contract drafting, tender assessment, environmental matters, construction programming, costing and risk analysis for a 200ha reclamation (2000 contract value: around HK$4 billion). Also, developed design and construction schedule and advised on programming issues matters for the design of the permanent infrastructure.

 

 

1998-1999

HK: Tuen Mun Area 54 Housing Development, deputy study manager

 

Responsible for multi-disciplinary planning and development study for a 100ha housing site involving traffic, engineering infrastructure, geotechnical, environmental, socio-economic, land acquisition, implementation including consultations, costings and risk analyses.

 

 

1997-1998

HK: Proposed Fourth Industrial Estate at Tuen Mun Area 38, deputy study manager

 

Responsible for multi-disciplinary feasibility study for an industrial estate. Thereafter, subsequent work involved the review/assessment of impacts, the production of preliminary designs, design memoranda, implementation programmes to assist with decisions on institutional arrangements and cost estimates including risk calculations.

 

 

1995-1996

HK: Kowloon Point Development, project engineer

 

Responsible for assessment of infrastructure for site formation, water supply, drainage, sewerage, utilities, highways and railways for a feasibility study on a proposed 40ha reclamation in Tsim Sha Tsui. Prepared cost estimates for the proposed three phase development totalling some HK$6billion. Defined key construction packages and interfaces for prioritised implementation and a costed Master Development Programme (MDP) using Primavera software spanning fifteen years covering administration, construction and land sales.

 

 

 

Energy and Waste Management

 

 

1999

HK: Wider-use of Water-cooled Air-conditioning (WACS)

 

In a multi-disciplinary team of consultants, advised on privatisation and implementation options in a preliminary feasibility study for the wide-scale introduction of WACS.

 

 

1994-1997

HK: Strategic Sewage Disposal Scheme

 

Responsible for multi-disciplinary investigation to collect flows from the remaining catchments on Hong Kong Island for treatment at Stonecutters Island STW for Stages III/IV. Work involved civil and structural engineering, contractual arrangements and construction methodology, preliminary environmental review, traffic impact assessment and marine traffic impact assessment. Also, formulated and implemented to near completion a sludge disposal strategy for SSDS Stage I. This involved the prequalification, design, tender document preparation and tender assessment of two separate but inter-related contracts for disposal of up to 1,700 tonnes per day of sludge to the strategic landfills.

 

 

1991-1995

HK: Outlying Islands Transfer Facilities, Island West Transfer Station, Green Island Reclamation (Part) Public Filling Area and South-East New Territories Landfill

 

Engaged on multi-disciplinary studies, prequalification, two-stage tendering and multi-$m contract awards to develop facilities for transferring municipal, construction and special wastes for the small island communities and for Hong Kong's first refuse transfer station constructed in a rock cavern. Issues addressed related to economic, contractual, operational, engineering, costing, programming, land and transport related aspects for defining performance requirements for 15 year design-build-operate contracts. Carried out eighteen-month assessment for a marine and road-accessed public filling area for construction waste. Carried out design and tender documentation for village re-site and access road.

 

 

1991, 1997 and 2001

Resident engineer and supervision-in-chief of construction

 

Quality control and supervision of quay-side dredging and quay deck repairs at Kwai Chung berth 3 working on a 24 hours/day and seven days/week basis. Involved in supervision of construction of the Light Rail Transit System in Tuen Mun. Supervision-in-chief of construction of LPG filling stations for China Resources Petrochems (Group) C. Ltd. Involved in supervision of the contractor's design and construction of the Chek Lap Kok airport fuel supplies facility.
