Be reminded that crew production rate is a function of the crew composition.  Changing a single component usually will result in a change in production rate. Usually the change is not linear to a change in manpower even if only manpower resources are used, more so if production equipment are a component of your crew.

Consider using RS Means as a reference in the absence of company records.  It is critical you understand that the components work as as a group.  Increasing or decreasing individual team members within the crew most probably will invalidate average crewhours per unit of work, these numbers are valid for the specific crew composition, nothing more, nothing less.

Yes you are right but i have to start form somewhere. 

Atleast there are some standards which we used at the start of the project. I really don't have the site experience

Activities in building construction are certain. Volume of works can be calculated exactly. So manpower always depend on the volume of works and maneuverability. However, technology becomes sophisticated that sometimes reduces the number of manpower as compared from traditional or conventional ways.
