Reverse Logic might allow this to happen without using negative lag and without being OOS progress. Technically it cannot be OOS progress as it has not even progressed! Try it yourself.
it is possible to have the activity starts before the completion of predecessor.It is out of sequence activity.

yes there are many ways. 1. The remaining durations along the critical are now greater than the previous update for whatever reason. 2. You have increased a duration because of a long lead time item deliver date has changed. 3. You made major logic changes which increased the total length of the critical path. 4. You are now working 5 days per week instead of 6 days per week. Of course all of these scenarios this work is or now is on the critical path. 6. you now have an earlier project must finish by date. 7. You inserted an start no earlier than date into your schedule which became critical. 8. You don't have enough resources and your resources are driving the durations. 9. Last month you overstated your progress and now you have to make some adjustment to your % complete which in turn increases your remaining durations.

There is not much to improve on Robert Bell's answer to your initial question. As to your follow-up question:
Absent any other changes, in P6, the early finish will be the Remaining Duration + Remaining Early Start. For an in-progress activity, Remaining Early Start will be the same as Data Date unless it has been pushed out by retained logic (i.e. an unsatisfied predecessor) or some other constraint (including Suspend/Resume). In either case you would easily see this, as the uncompleted part of the bar on the Gantt chart will move away to the right of the data date.
The task calendar may also have an increase in non-working time during the upcoming month (compared to last month). This can make your early finish date later than you expect (but your expectation would have been wrong.)

Sure activities can have greater delays than the update period. Changing the logic, adding constraints, or increasing remaining durations; any of these can lead to greater slips in a period than the period itself.
