It depends on the specification but usually you need weathertight conditions for trades that may be damaged by water intrusion - such as listed by Jacob.
So it is not just the facade but the roof as well.
Once you have a clear working platform and a secure deck above - usually 2 floors - then items such as:
1. Internal masonry - may have to wait a bit until the facade is in place.
2. MEP Ducts - pipes - electric containment but NOT cables.
3. MEP in risers must have a secure walls and top cover.
