Seeking advise - Should I focus on learning about services distribution?

Hi,

I am fairly new to planning, and our site has just got a site manager to look after the ground floor services distribution on a large residential project (900 flats). With my limited time, I am wondering if this is what I should be focusing on learning, and how this work impacts programme and the rest of the work in the project.

Appreciate any advise.

Baselines and defacto baselines & re-baselines - legal vs practical?

There is the original Project approved baseline.  The project evolves, the project gets behind, so there is a major change in phasing to bring it back a bit.  Can you approve a re-phasing project as a Re-baseline if it is negative?  Can you have a defacto baseline?  Meaning shouldn't we compare the current updates to the "changed phasing" version - or do you have to keep comparing to the Original Legal baseline?   What are the general legal issues to keep in mind with re-baselines - it seems like they should occur almost each time projects change sometimes.

Radical Uncertainty - Project controls for an unknowable future

Earned Value

Hi Cost Controllers,

I am using an earned value to track the progress and control costs, I am facing an issue which I do not understand how to manage it:

In the BOQ, I have hollow block and solid block with quantities and amount, I put the amount as PV.

In the actual work, the contractor cancelled the solid block and does not want to use it and will use hollow block instead for alll the building.

For example:

amount of hollow block is 75K

amount of solid block is 10k (which willl not be used) is 10K

These are considered PV

How do you interpret the wording of these different day count milestones?

If "days count milestones" are phrased differently, how do you interpret:

Submit within five (5) calendar days after NTP0" vs these others. = Start count day "After" ntp?

Submit within 5 calendar days of the NTP0 date. = Start count the day of NTP?

Within 5 calendar days after proceed date in issuance of LNTP. = Start count day "After" ntp?

If it sais to start count at NTP0, but a LNTP is issued (with the next being 1) = are they the same thing and do they have to start the count no matter what it is called?

NTP = Day 1 or Day after NTP as day 1, which more common?

If a contract states something like “Within 154 days after proceed date in LNTP” - in this case would use the day after NTP as Day 1.  How ofter do you count NTP as day 1 vs the day after.  I know using NTP as day is less hassle, if using the next day you actually need two milestones to get the roll-up count to work better, but still a hassle.  People think they are doing the contractor a favor by making the next day - day 1, but it is more of hassle on the schedule.

Being asked to revise accepted programmes by ECC PM

We have had a situation arise where we need to evaluate EOTs on three potential CEs. However we have a prior accepted CE, which has been detailed in an accepted CL32, that has grown considerably now we have learned further the seriousness of the delay, through time and investigation. Our ECC PM is claiming that the previous accepted CL32 programmes now are not valid, because of the information we now know regarding this prior CE. He is aksing that the true delay, with hindsight, be incorporated into the previously accepted programmes, BEFORE we can then evaluate the three smaller CEs.
