Can any one define what is Basic Rate .If some Basic Rate is Mentioned in Contract What it means .Whether it can be inclusive or exclusive of Taxes.

I have difficulties in the process of having an Extension of Time , my project is an EPC contract project. I want to submit Extension of Time proposal with the reason of delayed work which the work permit is depend on the owner. The case is as follows:

i am preparing Delay Analysis report for Management
one of my friend told me that use original baseline ( without update ) same data date of project start and change the event cause delay by constraints and see the results .
while i believe i have to use updated program as of now ( data date as of now ) and compare with baseline and see the results

Im working on a project that has been delayed considerably, and i have been exposed to claims for the first time. With no planning manager to speak of i have a couple of questions.
