because constraints not allowed, contractor put in new calendars that do the same thing...Contractor has kicked work out to spring due to weather, some thought that making them remove the start constraint would force them to pull up the dates, instead they just put it on a new craft calendar that held the same date. I assume due to means and methods - there is not much that can be done. We could have the produce a resource planning report, but when they do not hit then number of crews or workers - it will be too late to bring it back in.

Contractors do what the contract allows them to. The hint is in the nane 'contractors'. In my experience the easiest way to improve 'owner' project controls, is to throw out the 30 year-old clauses in contracts they issue that describe the contractor's planning obligation, and rewrite them.
