XER excel parser is an excel with visual basic program that extract XER data to excel spreadsheet so you can modify then build an xer. This is not SDK and you are importing XER not through 3rd party system therefore nothing to do with your IT unless you are not allowed to import xer to your P6 database.

If you know how to use excel XER Purser Builder, you can easily populate the rate table (RSRCRATE) and build the xer so you can import the rate into P6 database.

Unfortunately our system won't let us use useful things like that, as such none of us have ever used them.
May have to have a look and see if I can operate it, perhaps convince our IT dept to allow to use it.
