To have a rough guide, the % of cost and duration for the activities can be considered seperately. Then by comparing the 2 figures, you can decide what weightage to give for the activities. Any other suggestion from others?

Yes its really very fluid based completly on the project size and overall cost.
But individually package wise cost comes in picture later on only.
Yes architects comsumes maximum time but only thing is that maximum of time is overlap with construction.
I think dividing all the packages in 4 stages with typical sequence & obvious overlaps will be better.
Thing is what are details required from which agency & at what stage, which will kick-off working for the other agencies & susequently the other stage of the plan holds the key.
1) Concept drawings: 15-25 % (Project)
2) Detail Engineering drawings: 25-60% (Packages)
3) G.F.C. drawings: 50%-80% (Packages)
4) Shop floor drawings: 80%-100%
For industrial project it depends what your are building they are always different.
o Structural - 10 % to 90 %
o Mechanical (HVAC & Plumbing) - 10 % to 90 %
o Electrical 10 % to 90 %
o Communication 10 % to 90 %
o Civil (Landscaping, Irrigation, Sewer and Drainage system) 10 % to 90 %
o Management (Project Management, Scheduling & Support)
4 % to 24 %

this can be based on the two factors 1st the cost of all the indivdual disciplne summed and get the weighted factor for all the discipline on the overall-100% and other way is to summed all the design elements of the project and allocate/ the time neccessary to produced the outcome,the time required to produced the architecture dwgs may vary from that of the structure design, as it is directly link to the amount of the complexity of the project and the detailing required, unless you define these factors it is difficult to assess the situation and allocate the weighted factors.
