How would you represent Duration and Hours in Minutes.
If you want the duration to be 15 minutes what would we type it in hours 0.15H or the duration is 45 min = 0.45H
If we want a resource to work 1/2 an hour would we type 0.30H or if a resource is working for 45 min = 0.45H
A little confusing.

go to edit users preference
click on the time units tab
under Unit of time make sure it says hour
under durations format change that to hour
then on the right under decimals make sure that is set to 2 decimals

I am not sure to fully understand your question; P6 cannot display duration or work in minutes, the shorter unit being hours.
When you enter "0.50h", i.e. "30 minutes", P6 displays the duration in the unit designed in User preferences.
May I ask you another question? Is P6 the most appropriate planning software for such shorts tasks in a project?
