Hi ALL,

 I think project charter usually produced by Client or PMC, It could be under contractor Responsability?

I agree with Kannan and Zoltan.

The client can have a project to acquire a service or asset - this project needs defining.

The contractor should have a project to deliver their part of the service or asset - this project needs defining.

The sponsor should absoulty be involved in creating the charter not and outside participant.

Each party in the project (buyer or seller) should create a charter from their perspective and pint of views. The business case or why the project has been developed or the objectives etc may be different for each party.

Zoltan, I agree that the charter to be prepared by the upper or higher management, but it needs the approval of the sponsor (if outside entity)

the best way to create a project charter is to have a Partnering meeting with all parties involved in the project and during the partnering meeting create the project charter. 

its a "PROJECT CHARTER" not an individaul charter and as Kannan it should be created by the upper management of each party involved in the project.

Hi Amro,

Project Charter is required for each party (Client, PMC, Contractor) as each one having different objectives to participate in the same Project.

Project Charter is prepared during the initiation phase by the sponsor and higher management of each party, and its their own document.
