Usually, Project manager or Site Safety are on site from the start of project. we make a resource for Project manager. how can we assign this resource to activiteis? should i add it for all activiteis?

as VAl said create a new activity call it what you want for the activity type make it a level of effort
make its predecessor a ss relationship to the very first activty in the schedule.
make its successor a FF relationship to the last activity in the schedule
assign a resource to the LOE activity
make sure to ASSIGN A RESOURCE CURVE to the Level of effort activity or the total manhours or cost for that resouce will be distributed only on the 1st day of that activity.

Create LOE (hammock) activity that lasts from the site work start to site work finish and assign project manager, site safety and others who shall be on site all the time there, not on project activities that shall be done by project workers.
