I try to import budgeted labor / non labor units from an Excel spreadsheet. In this spreadsheet, the units are not correlated to the activity durations. For instance, Non-labor resource A assigned to a 2-day long activity will be budgeted for 40 hours.
P6 recomputes the budgeted units to 16 hours.
The same applies to labor resources.
I am wondering how to set-up the project / activities / resources to be able to import my Excel values into the P6 project.

what it is doing is taking 2 resource default units/time which is 8 hours per day and then multiplying 8 * the duration hence 8 multiplied by 2 days = 16 units
go ahead and let it do this then export this data to excel selecting resource and resource assignments.
make sure to export the resource, resource type, budgeted labor units, non-labor units and the at completion units
then in excel make the necessary corrections to the units
also go to the projects directory and make sure that you project is highlighted
click on the resource tab on the lower right under resource assignments make sure that resource can be assigned to the same activity more than one is NOT checked.
now select file import and import the changes that you made to he units but only import the resource assignments when prompted.
