How do I set up a schedule so that it calculates SPI correctly? What % complete types, settings, etc?

I'm struggling with getting my budgeted labor units, actual labor units, and remaining labor units to align. Shouldn't it be as simple as budgeted labor units - actual labor units = remaining labor units?  I have populated the budgeted labor units the put in the actual labor units and the remaining labor units calculates.  However, when I hit F9 it reverts back and calculates it's own actual labor hours.  What am I doing wrong?  This shouldn't be rocket science.

If budgeted labor units is 100, actual labor units are 50, then remaining labor units should be 50!!!  No changing to something else when I hit F9!!!!!
