Actually the revised Baseline reflecting all the current delays such as late handover dates, late issue of IFC drawings, Stop instructions due to re-design, Abortive works etc. My question is some areas there are partial stop and partial start of works also partial hanover of areas in milestone key dates how can we reflect these partial things it should be either zero percent or 100% . I believe split of activities will be a solution. Also stop event and start event and link to the corresponding activites.
I believe the origin of the revised baseline will be from the last updated schedule, just before the variation of design. It is to be noted that the Contractor may finished the foundation with a delay.
So I suggest to update the programme up to the completion of foundation (with out adding the design change or late site access). This may show a delay in completion date because of Contractor. After this incorporate the revised scope and the late access, which will show the real revised completion date and Contractor's entitlement for EOT.
Since the additional scope includes additional amount this leads to a revised S-CURVE. The percentage progress achieved as of today will also change, because the total budgeted cost is changing. If the revised S-CURVE is preparing from the updated schedule (the revised baseline), for the completed time period, it is to be assumed that the plan percentage is equal to the actual percentage, and the remaining percentage from the balance cost distribution(including new scope) up to the Project end.
If you want to show the completed period percentage as similar to the original baseline program, I think (not 100% sure) the revised scope and the lateness of site access is to be included in the original baseline. The start date of the revised scope can be added in line with the actual instruction received from Client. Then it can be linked to the relevant construction activities.
