as I stated previously p3 will not run on a 64 bit operating system.
You must first install virtual xp fof windows then install p3 there

Windows 7 allows you to build an XP 32-bit Virtual Machine where you can install P3.

In Win 7, use XP mode.
In Win 8 Pro or Enterprise, use VM Manager to create a VM. Install XP SP3 on the Virtual Machine and you can install P3 on it.

Im new to Planning Planet and Primavera 3.
I had this same problem and was considering buying an old laptop with XP as coulnt see a way of running P3 on win 7 64bit.
SureTrak installs ok in compatibility mode which is great, P3 doesnt.
There is a solution!!
Win 7 has a Virtual Win XP software. I have Win 7 Home edition which this is not meant to work on. There is a work around solution to this:

When you have installed the virtual XP it runs XP in a window like there is another computer there. P3 installs perfectly with this.
I havnt tried experimenting further too much as only discovered this solution last week.

P3 will not install or run on Win 7 64bit whether you are using compatibility mode or not. Do not waste your time... it wont install no matter what you do. The only solution is to dual boot with win xp

Try this and it may work. I haven’t try this to Window 7 (64bit) but work fine on window vista (64bit).
Install P3, additionally, you must complete the steps below to register a required DLL file.
1 Open a command prompt.
2 Change your directory to the location of the “ra32.dll” file. By default, the path is C:\Program Files\Common Files\Primavera Common\Ra.
3 Execute the following command: regsvr32 ra32.dll

easy to answer your question: P3 will NOT install nor run on a 64bits machine
it should work on Windows 7 64bits XPmode, but hardly.
