Which resource type best suit for sub contractors in P6? Labour or Non Labour?? Normally, subcontractor prices are fixed unless there is any variation.

It depends on your reporting requirements. It can be easier to separate own and subbies' resources by labour for the own and non-labour for the others. You can use labour for both and assign a resource code as well.
Just try with a test project - multae viae Romam meunt. (Many streets going to Rome)
The algorithms are the same for labour and for non-labour resources.

I would set up a generic labour resource for Sub-Con and re define it when the Sub-contract is let and the sub programme is integrated.
