Any analysis of issues in a construction dispute must be structured in a way that allows an independent party to easily understand the analyst's findings and conclusions.  The case for entitlement to cost and/or time impacts must flow logically and directly from the facts and the contract provisions.  To accomplish this, the analysis must show liability, causation, and damages. There are several steps in the issue analysis process including:

1. performing the preliminary appraisal,
2. engaging in fact finding, (i.e., compilation of pertinent documents or other records and interviews with key people involved in the project),
3. applying the contract requirements to the facts to determine responsibility and establish the causal connection between any contract breach or failure to perform and the claimed cost or time,
4. calculation of any resulting damages or time extensions, and
5. presentation of  findings in oral or written reports.
