I am producing time scheduling for Pipe manufacturing, it is production line and the schedule is EPC (Eng. Procurement and Construction) the size of critical is massive as most of the activities are critical, is this right?

I agree with Rafael, critical activities will depend on your plan. There is no such thing as percentage for critical activities.

The percentage of allowed critical activities shall be whatever comes out to be after creating a good [reasonable] plan. If all activities are in tandem, one after the other, like in production line sequence then 100% might be critical.
It would be a very stupid requirement to specify this ratio, at home we have a few of these Owners. Of course for any stupid requirement a stupid answer shall follow. Just add as many irrelevant activities you want or subdivide into many all or any of the existing non critical activities.
The Percentage of Crical activities is diffent for different clients.Like on our last project it was defined to be not more than 40% but on my current project it is not more than 32%.The more is the %age of crical activities the more are making your project risky (In terms of Finish Date of project).
