I need advice from experts.
PROBLEM: Get an Approval of As Built Program
SITUATION: Theres an Approved Program, however, the Client requested for As Built Program. My Managers gave the duration for each activity. The Client are not happy and continue giving bad letter. We make the program detailed as per they required. They are not giving comment technically like referring to each item or activity ID. Instead, theres still alot of mistakes. I keep on revising the program and ask if I can update it, they refuse and they still want an AS BUILT. Please note that Project is delayed as per Contract Completion Date. Activities are not yet started due to Authority approvals. Please Advice me on this matter.

the first I submit is the updated approved baseline, they reject it and request for an as built program. The project starts last 9 August 2011 and contract completion date is 26 December 2011. After several submissions we come up with Remaining Works for February 2012 considering 20% of the project is completed. Its really a new program which I incorporate the program of the subcontractors as well (my manager thinks of getting subcon to make it more fast). I check our available resources and talk to alll engineers for their scope. The client and consultant is checking only hard copy in pdf file.

Raymond is pointing in the right direction.
If you have not started the work yet but there are delays in starting then you should be reporting a delay to the completion date.
This request for an "as built" programme is a red herring to distract you from the real issue.
Issue an updated programme at thr report date showing 0% progress on each task and reschedule - then ask for an extension of time.

The approved program is considered as the Baseline Program. Due to the delays incurred, the Client instructed you to prepare an Updated (As-Built) schedule based from the approved program reflecting the actual situation in the Project, which will now then showing a delay in the completion date. The client might be interested to know the impact as a result of the delays.
Is this delays in approval beyond your control?
