Hi John
Basically the evolution of a construction programme goes something like this:
1. Tender Programme - should be at level 4 but rarely is.
2. Contract Programme - A development of the Tender programme - after award - based on the best information available - must be at level 4 - Sometimes called the Baseline Programme - submitted for approval
3. Revised Programme - Prepared when there are any changes in the scope of work or any delay events - the baseline saved in a new file name - often results in an EoT situation.
4. If the Revised Programme is approved it then becomes the new Baseline - numbered sequentially 01 > 02 etc.
5. A Mitigation programme is where the original logic in a revised programme is changed to reduce the end date at no extra cost to the contractor.
6. An Acceleration programme is where the overall duration is reduced with extra cost - this is very difficult to get right and should only be done after mitigation.
Best regards
