Guys , please we want to implement a simple Earned Value system here, I want to take budgets from the BOQ and load it at a WBS level and not at an activity level we want to measure our Earned Value at this level , However how or where does one input these values into P6

maybe you can do as the following steps.
Create an WBS type activity for each WBS that you want to Calculate the Earned Value
Each WBS type activities' progress should be set as physical.
Load budget for each WBS type activity, then save as baseline.
Each datadate, the cost and progress should be updated for each WBS type activity.
If you have done the above step, you could do the EVA
Good luck
Your best bet is probably to create a summary LOE task per wbs element you want to load, and link it to all activities within that element.
You'll have to think carefully about how you measure progress, though.
