I have set up one client with Critical Chain scheduling in Microsoft Project. They were involved in an aircraft project.
It is a bit of mucking around but it is basically achieved it by making all the feeder chain activities ALAP and putting in buffer tasks in the appropriate places.
I think it has a lot going for it and I would like to see the functionality introduced into more software packages.

Microsoft has shown no evidence so far to implement TOC.
You could find on the Internet one or two MSP 2002/2003 add-ons which will help you on that way.
Why not to turn your eyes to Project Scheduler 8 (www.sciforma.com) or Asta PowerProject 8 (www.Astadev.com)?
