In S/D most owners do not allow enough time or resources in the strategic and detailed planning phases to plan properly for the execution phase. This is reflected by the variances between the budget and schedule estimates in the business plan, and the actual cost and schedule duration of the execution phase.

Shutdowns are usually for short duration and crop-up on short notice, usually breakdown.
