Perhaps because you are using, unnecesarily, a monstruous data base even opening a single job will take long if re-indexing is past due.
One approach can be to create several separate data bases and use a few jobs per database. Try with just a couple of jobs without deleting from original database.
I dont't believe the issue will solve by itself, no harm doing some trials until someone hits the answer.

I have 64bit win7 4G RAM. Only 10,000 activities with activity codes loaded. Resources are not yet loaded and it will takes 20-30 mins to open. While opening the same project in a desktop pc using a 32bit win7 2GB RAM, it wil take just seconds.

I guess it might be a possible cause, operating system has to do with accessible/usable RAM it is not necessarily that your computer has it. Believe 32 bit is limited to access 4 MB RAM while 64 is substantially more.
If you open a single job you should not notice the difference, unless very big, in such case I believe other issue shall be the cause.
How big is your job that is so slow?
A fully resource and cost loaded 120,000 activities CPM shall load in about 5 seconds and shall save in about the same amount of time.

As I noted on the task Manager PM.exe *32 is running... while my laptop is Win7 64 bit.... meaning P6 32 bit is running on a 64 bit OS?
This could be a cause of it?

Try re-indexing your database. Look for the procedure that fits your database selection and let all know if it works, I am sure many will be grateful.
It seems to be a problem common of databases stored in a single huge file, but I am not an expert as I do not use software with such issues.
