Hi Craig,
when we simulate the construction works cranes are assigned to different activities part time. Their percent workload is defined as the ratio of total time of crane usage on some activity to the shift duration. At some activities crane not only lifts but also holds. Resource leveling creates the schedule where cranes are not overloaded though the order of work inside each shift is not defined.
The crane work schedule is practical if you plan the works for short periods like the next shift. Is this your task?
