Barry,

Performance Percent Complete technique is the basis of your Actual Effort or EV. This can be selected as Activity % complete, WBS Milestone Weightings, 50/50, 0/100 etc...

If activity % complete is selected then it measure against the Percent Complete type settings (i.e. duration, units or Physical). If WBS Milestone then Milestone Weighting needs to setup on each WBS and other settings are self explanatory.

Our ETC = 1 PF this is our settings , We have loaded Budget as a resource,spread over the duration of time,



i will see it the activities are resources driven , but we have broken the budget down to teh level three, we will no assign it as a baseline and hope in the prcatise updates we get the EV and reports of EV that we are looking for

Barry,

Yes you can use EVM effectively using level 3. You have to decide of what EVM technique to use when computing Performance Percent Complete to measure Physical Effort. (Admin-> Admin Preferences-> Earned Value tab)



I also suggest to setup cost accounts (CBS) and assigned to each resources assigned to activities to capture all actual cost book to that cost accounts belongs to the projects. Once all the setup is done you have to set that as a baseline and use for EVM baseline.



I also suggest delegating a responsible person for each or set of cost account to manage cost against their responsible cost account for more reliable tracking and monitoring.
