This reminds me when I was working in Japan.
The company tendered for "Cement Works" in Malaysia and won the job by a wide margin.
When they arrived on site to start they found they had to build 2 Cement Works.

It will almost certainly mean 2 tanks, with bunding & foundations.
2 off = 2 No.
As Samer says, if you have a layout drawing it should be easy to check

Better send a Request for Information to the client so that they can explain what it is. It can be a typing error and they mean totally different thing.
Chances are if you look at the drawinsg carefully, you might find the answer.

Discipline head also not sure about the meaning, i am in south korea , working with koreans as they are not well versed with english Terms,
so i may understand with your explanation 2 off mean, 1 unit consist of 2 Nos tank alnog with bund walls and foundations

2 off means number of units. I am not sure though on whether they are refering to the number of tank or the foundation. You can verify this by checking the discipline, Mechanical or Structural.
