If your software only allows for a single WBS then give your boss and the owner some of their own medicine, use the stupid as you cannot satisfy the need of all with a single WBS.

From the content of your post we can go several ways;
wbs for road works - Yes you should have one.
wbs for road works - Depends on what work is being done, is it a simple road?, Are there structures? Bridges, Culverts, Crossings (What type)
wbs for road works - Do I have one that I use every time? No not really except for the obvious parts such as; Milestones, Project management, Design, Procurement, Construct, Commission.
Im sorry if that seems a little flippant or even terse. But the fact remains that each project is different, each project manager deals with things differently. Have you asked your project manager for his/her ideas? What do they want to see??
I would suggest that in the first instance prior to asking for us to provide you with something from nothing, that you provide us something to review, and maybe we can provide you with the appropriate constructive feedback on what ever connotation of WBS structure you care to develop.
We all dont like re-inventing the wheel, but we all must at least have a go at it. If you have a go the members of this forum will gladly provide guidance and instruction.
But please just have a bit of a go.
