Yes you are correct. Shell and Core are type of building design to speed up the whole design & build process. Cores are pertaining to structures, vertical transportation systems while Shell is facade and both are those long lead items for the constructions. Infill is what goes inside like finishes, interior decoration. It also depends on type of building.

Shell and Core for finishing works [MEP Services] refers to provision of services with an limitation .
For example assume MEP sevices in 6 th floor is of shell and core jobs it means in the 6 th floor MEP team does provision for air circulation[HVAC],electrical power points,toilet drains[Plumbing].In general they do main utility works.
Once MEP team completes and handover the building.The tenant brings his own team for fitting decorative lights , partition of areas,fitting up additional Split type A.C,fixing luxury sanitary wares and so on .In general they do accessories works which is required for their requirement
