Tie-ins : Connecting new with the existing. It can be for Piping or Electrical/ Instrument. If it is Pipiing Tie in then in operating plants you may have either flanged /welded connections which needs to be connected to the new pipe line . Normally tie-in can be done during plant shut down period. If it is doen on live line then it is called Hot tap otherwise it is called as cold tap.

"Hot" usually is used for operational areas.
It depends on your industry, the general meaning is self explanatory, but the exact meaning you need to get from the "Process" guys.
