All cost will be calculated. If no cost but have resource unit only then it will not included in calculation. (i.e. resource without rate)

but when thsre is not any resource assign to activities, their schedule % Complete in summary calculated zero .
another question, when we have diffrent resource assign to activities,is it possible that it calculate Schedule % Compltet in summary base on specific one ( not all cudgeted cost, just for example for Labor unit cost)

By default if not resource cost loaded a proportion of duration up to the data date. If resource loaded with cost a proportion of cost up to the data date.
