1) Open all three projects.
2) Group and sort by project, and select the option at the top for SHOW GRAND TOTALS.
3) Create a filter, so only the summary activities you mentioned are selected.
4) Add in the columns for the % Completes you would like ot view.
As a note for point 4, only some of the columns (% completes will update be summarised). Of these you can use: Units % Complete, Performance % Complete and Duration % Complete. You will not be able to use Physical % Complete as this field is entered manually, and therefore is not calculated.

You need to make sure that the One Page Summary that you are creating is making sense and it is according to the Scope and time of the Contract.
Other than this, seems everything is good.

Hi Samer,
Level 1 is not just MS it can include summary of activities.
At the moment I have acheived this by copy paste 4 programmes into 1 file and then running a colapse to filter. Are there any ways around it.

Level 1 is Milestones. Do a filtering for activities with duration = 0.
