MS Project only has one default start time that it is using when the planner does not enter the task start time with the task start date, or when the task start date is being calculated my MSP.
You can change this Default Start Time in Tools, Options, Calendars, or Tools, Change Working Time, Options.
As you will certainly have more tasks starting at 08:00 than 09:00, you will like to have 08:00 as the Default Start Time; this will allow your Consultant Tasks to start at 09:00 as 09:00 is later than the default start time; working on the contrary would be problematic.
Should you have tasks starting automatically by the end of the day, that you would like to push automatically the next day 1st hour, you could either write (or record) a vba macro that says: "if task start time is later than 04:00 PM (for instance) then start date = start date + 1 and start time = default start time (or you can change the default start time according to task calendar)), or insert a 1 minute long task with a calendar that only has one working hour between 08:00 and 09:01 AM.

Hi Gary
The default Time slot in MSP is Hours but it can be changed to Days:
On the Tools menu, click Options, and then click the Schedule tab.
In the Work is entered in list, click the time unit that you want.
To use the same setting automatically in all future projects, click Set as Default.
