If you don’t want to assigned resources to your activity you can still assigned cost without resources. You can enter the cost under Status Tab (right side of the Status tab change it to Labor cost) Before entering cost you need to set the Default Price/Unit for activities without Resource or Roles Price/Unit (say 1 or 100 or 1000 - It is recommended to use whole figure that easy to divide cost by adjusting the decimal only) under Project Module-> Calculation Tab (Click Project Icon or Select Enterprice-> Project from menu). Highlight the Project that you wanted to set then select Calculation Tab and under Activities enter the Default Price/Unit.
maybe it has nothing to do with the subject of this thread (forgive me if so), but I wonder is there a way to assign costs to activities without bothering entering resources. when I tried, got this: "Cannot set cost because there is no price"
consider situations you need to enter JUST cost for activities with lump-sum price, outsourced, with various subcontractors or other similar cases.

I got what you really need. The reason why your Price/unit equal to zero after importing from excel to P6 is because, you did not RUN the "Recalculate Assignment Costs".
Go to Tools --> Recalculate Assignment Costs and see what happen to your price/unit.
Now, for changing of resource type labour to materials. You modify your resource assigment in excel sheet and not in P6. As I mentioned in my post #2 All Column’s title having this kind of symbol (*)the value cannot be changed.
You must first assign all the resources to your activities in P6 prior to exporting to excel just to get rid of resource type alteration.
The best way to change your resource type from labor to material is to re-assign the resources in P6 window by following the steps in post #2. But before doing this make sure to create backup and do not delete the resource assignment youve done before. Because, you can use this resource during filtering the activities.
If you already assigned the unit price for each resources in to your schedule then this will give automatically the budgeted cost. you dont need to import the unit/price from excel to P6.

the main problem is that my resource assignment file is 11,000 rows. I have 330 resources and 1,450 activities.
In the first place I simply imported all from xls. into P3 and then into P6. Now there is no correlation between BGT units and BGT costs, though I imported both (since there is no price/unit defined).
Do you think there is no other way than to reassign all the resources?
Resource assignment in P6 is easier than in P3. Since you have already created the list of resources in P6 with unit price you can easily assign the resources to each activities. Try the following steps:
1. Select & Filter all the activities you wanted to assign the Resources.
2. Select the "Assign Resources" icon located at the right corner of your screen.
3. Select the resources to be assigned & tick assign.
After assigning all the required resources you can now export to excel and assign the budgeted units.
For the price/unit, you cannot modify this in excel sheet. All Column’s title having this kind of symbol (*), you cannot change the value.
