I confirm Rafaels post: it is not possible to conditionally color the cells in MSP, up to MSP 2010; it is only possible to conditionally color the task bars, using a iif formula and a flag field.
If neither Fonts or Text Styles are enough you can create your own conditional formatting using macros; the following link provides you with a sample macro you can adapt to format cell background instead of font color.

You could achieve some of what youre looking for with a Highlight Filter applied to a view.

In Powerproject you can set up conditional priority spotlight fields - Red - Amber - Green for any time related conditions you wish.

I am not sure you can do this, certianty not in 2002, perhaps in 2007.
You can use the grapical indicators in 2002. Go to tools, customise fields
