Primavera Activity Codes On Server

The order of the activity codes is stored in the database to make sure that it doesnt change.

The fact that your user and the admin user see a different list suggests that a filter is turned on. Do you have the "Current Project Values Only" filter selected? To turn it off, go to Edit/User Preferences/Startup Filters and set the radio button for Activity Codes to View All Data.

Are you reorganizing the codes in the window where you make the selection to add a code value to an activity or in the modify code window where you create the code and the code values?

If you change the order of the code by going to the Menu option Enterprise > Activity Code and select the code field and then move the code values by highlighting the value you want to move and using the black arrow keys on the right side of the Activity Code box they "should" stay when you open the code window to assign a code to an activity.

However, I am running a server version of P6.1 with no service packs installed. You must also have the proper security accesses to edit Global, EPS and / or Project codes to access this window and edit.
