5.5 Administration Facilities
5.6 Site Security
5.7 Site Health and Safety
5.8 Testing and commissioning
6. Operation
6.1 Maintenance
6.2 Administration

The WBS should encompass all the scope of the project. So you need to discuss it with your team members in addition to the general information that is shown above.

Thanks for your kind response Samer. I am now at draft board stage. Scope is that i have to make a corporate plan for Oil & Gas Field Development company. Do you have a sample plan?
The activites in the company are as below
1) Approvals from Govt, ministries, authorities,etc
2) seismic study
3) Geological Modelling and Reservoir Simulation
4) Drilling
5) Prodn Facilties
I have detail the above activities with WBS frame work.
