1- a planning manager,
He knows how to build it but not necessarily how to work the software
2- planning engineer
He knows how to build it and how to work the software
3- scheuling engineer
He does not know how to build it so he takes instructions from the Planning manager and puts it on the software.

heres a story that might give you the answer:
A team of Managers was given an assignment to measure the height of a
flagpole. So the Managers go out to the flagpole with ladders and tape.
Theyre falling off the ladders, dropping the tape measures - the whole
thing is just a mess.
An Engineer comes along and sees what theyre trying to do, walks over,
pulls the flagpole out of the ground, lays it flat, measures it from end
to end, gives the measurement to one of the managers and walks away..
After the Engineer has gone, one manager turns to another and laughs."
