The definition of steps is the same as the definition of an activity per PMBOK (a component of work performed during the course of the project.)
The client wants a more detailed activity list, you can provide him with that. I would suggest that you meet with the construction crews and understand exactly what they intend to do.
What you have described is fine, but it can be better. For a structure like a building; you have a substructure (below ground) and a super structure (above ground).

I would recommend that you divide your site into areas or zones, and give each a number. Then you can have a more detailed activity list like the following:
1. Site Survey
2. Prepare Topography shop drawings and submit to Engineer.
3. Topography shop drawing approval.
. Mechanical excavation up to design level
. Manual Excavation to Bottom of Foundation
. Geotechnical Engineer inspection
. Engineer approval of Geotechnical report
. Prepare Topography of excavated area
. Installation of Vapor barrier if any
. Submit shop drawings for blinding
. Approval of Shop drawings for blinding
. Formwork for Blinding
. Casting of Building
. Insulation below Foundations
. Protection of insulation below Foundations

The project is modification of existing system, where we have foundation to be built and demolished, piping works, instrumentation & electrical works.

Now My client is insisting on a micro level schedule to monitor the project. He wants me to show all these steps a activities when i give him the update on paper. If i give him the update in soft copy he can see it in primavera but his bosses need to see the same on paper...
So what i was thinking was if i could only change the steps to activities that would be great, but can this be done.
