Only activities can be connected. If youll need it for a management presentation, you can create activities of the type WBS-Summary and connect them.
Those relationships will be ignored by the calculation but shown in the print-out of a Gantt chart. Just filter by activity-type = WBS-Summary.

Connecting WBS summary bars with arrows? That is indeed great for high level presentation if ever there is such kind of facility in Primavera.
