I have just looked at the PP jobs page and there are a least a dozen requests for rail planners - so the market is open.
You may have to move away from Kent though.

If you got that skills and talent, just flaunt it. Here I believe, there were lots of reasonable and respectable personalities that are willing and happy to respond.

Usually for people with your experience, it is easy to get a job. The best way is word of mouth. If you want to continue in your choosen profession, then you call up your pals and within less than 10 calls, usually you can scan the industry around you.
If on the other hand, you want a start-up planning job, it is somewhat harder. Random mailing of your resume will rarely help. You will need to custom tailer your search depending on the client that you are sending your resume to.
Also, you can post your resume on several engines and highlight your experiences. Experience is the ultimate commodity people search for in construction.
