Hi Francis,
yes, Spider Project supports volume and time lags.
Volume Lag can be set as the number of physical units (m3, tons, etc.) or percent of the previous activity volume (quantity) of work.
You can download Spider Project Demo from http://www.spiderproject.ru/demo_e.php
It has 40 activities per project restriction and no other constraints.
If you will have questions don’t hesitate to ask them, I will be glad to answer. Especially if you will not find in Spider Project some feature that you need - I will explain where to look.

Having groovy features in the software is one thing.
Using them in CPM modeling is quite another.

Asta Powerproject also has the facility to had percent type lags (although I havent used them myself).

I dont mean to speak for Vladimir, but I was impressed recently to discover (in another thread) that apparently Spider Project has the functionality to make lags based either in time or in work completed. (Thats if I understood clearly!) I agree that this would be a useful feature.
Im sure that Vladimir will be along to explain when he has a minute.
