I supposed "steps" regardless of the number, always equals to 100% of a certain task or activity (if the activity is completed). Steps - for Activity; Activity(s) - for Project. So you need to determine the weighting(s) of each activity against your project.
Step % complete will automatically update your physical % complete if you tick the "Activitiy percent complete based on activity steps" in project detail --> calculations tab. However, it does not change your budgeted units to get your actual units.
In order to have your remaining units be updated automatically you must update your performance % complete and make sure that you tick the "Recalculate actual units and cost when duration % complete change"
