There is no “required” technique; only it must meet current professional standards. The professional society for construction claims analysts is AACEi. I am a member of this organization. It has standards and practice publications as well as lists of recommended reading and support groups. I highly recommend it.
The other answer to your question is to first read the contract. The provisions of the contract take precedence over any wording in the state law.
