Dear Bilal,
It depends on your Contract. You will need to know what it allows you and what it does not.
In case that you have a general Contract under FIDIC and no clauses have been omitted during contract negotiation, then you will need to check clause 8.5: Delays Cause by Authorities.
It has three clauses that must ALL apply if you want to be submit a claim to be considered:
1) you are following diligently the authorities.
2) the authorities delayed or disrupted our work
3) it was unforeseeable.
If the above three clauses apply and your Contract is under FIDIC then you can claim.
