You can ask Primavera, of course. Via your Primavera vendor or directly. It is a customer-driven product.
Isnt there a way to ask primavera company or Oracle to add this feature? It can be added to activity types.

Recurrent tasks do not exist in Primavera.
For my experience those are tasks such as meetings, reports etc. which are important but no need to trace if they were on time.
In general I use the type level of effort and assign the resources with an appropriate rate, e.g. 2 hours a week.
If you must trace if they were done one time youll need an activity per period.
Sorry, no ideal solution.
