you could create the resources in a separate file, then use these resources in your project by sharing the resources (Tools, Share resources)
if you protect the resource file with a read-only password, the users will not be allowed to add resources to the resource pool.
It is not possible to lock the resource list in a way that users cannot manually enter new resources.

Hi Assaf,
I don’t think you can, you just have to ensure that whoever is assigning resources only uses those that are on the list. If the resources aren’t on the list then add them to the resource pool.
