As per FIDIC 1999, Clause 13.2 Value Engineering, Contractor may at any time, submit to the Client / Consultant a written proposal to change the method statement, which may reflect
- accelerated completion,
- Reduction in the cost / time to the Employer,
- Improve the efficiency
- or beneficial in any other way.
Proposal cost will be borne by the Contractor and as per Clause 3.5, Client will be determine the fees required to evaluate the impact on the Contract Value & Time.
There is a sub-Clause to determine this fee as well.
But, as far as question of submission of program is considered, it will be a part and parcel of proposal.

I believe that changing the "method of construction" or method statement does not change the Deliverables. It may change other aspects like time or resources.
The decision on if you should revise your program will depend on the extent of the impact to your program and to other parties.
Would you still be able to manage your contractor to his revised method within your current program

Is the contractors agreed programme of works not classed as the Contract programme against which he will be measured, and which cannot be changed without agreement from both parties
The contractor can revise his program anytime that may suit his needs to maybe effectively run his project schedule internally.
The project management consultant may not agree with the revision, but just the same, there is no restriction in the contract for the contractor to do what he wants to do for internally within this orgranization.
